xF2 Eklenti [cXF] Staff bar enhancement 1.1.2

• bugfix for sticky staff bar (now it will not show the gap for registered users and it will apply only for admins and moderators)

added back the sticky staff bar option (for XF 2.3 only); it does not support [cXF] Top Navigation (for this use [cXF] Staff Menu instead)
