XF Premium [DBTech] DragonByte InfoPanels 2.1.2

This version adds an option to disable the "Most active forum" line in the Welcome Panel. That feature can have significantly detrimental effects on performance for large forums (100k+ posts), especially for active posters.

This version fixes an issue where tabs would become unresponsive if f.ex. the "Latest Members" block was enabled and the viewing user did not have permission to view the member list.

Block titles are now phrases instead of stored in the database, so they can be translated into other languages.
